The Legend: The Batman may protect Gotham City but it is the Gotham Police Force that enforces the law. The Gotham PD has some really tough cops on it's payroll. After all these people deal with the likes of the Joker, Two-Face, Riddler, Penguin, Poison Ivy, Mr. Freeze and Bane nearly everyday. And then, of course, there are the two bit hoods and thugs as well.
The Gotham PD has Commssioner James Gordon at it's helm. A real
honest-to-god cop who cae up the rungs of the police force the hard
way. Gordon wasn't always in the Gotham force. He came to the city
as a simple honest lieutenant - a good cop among dozens of corrupt
officials. And he stuck it out and eventually got all the bad apples
behind bars - even the then commissioner Gillian B. Loeb. Gordon
soon rose up the ranks and made the Commissioner post.
Commissioner James Gordon was initially married to Barbara Gordon
but then he met Sarah and things got a little out of hand and divorce
papers were put in. The commish also has a daughter through Barbara
who initially masqueraded as the Batgirl but then on account
of her accident, she kept another front as the Oracle.
Gordon recognizes help when he sees it, and thus he has had an
uneasy alliance with the Batman.
The second in line-of-command is Lieutenant Harvey Bullock. He may look overweight but he can sure put up a strong fight. The trenchcoat, hat and cigar never leave his side. And he is one of the good guys. Bullock likes to do things his way and quite often misses out on subtle clues, but he still gets the job done.
Detective Montoya's a young cop and straight as an arrow. She and Bullock generally make a good team. Bullock tends to provide the brawn while she contributed the brains. Unlike Bullock, though, Montoya likes to do things by the book - and that means from filing reports to rounding up bad guys.
